Weekly Legislative Report (For the week of April 28, 2025 – May 9, 2025)

As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.
 
As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. The report will be released with an update on newly proposed or pending bills. Enclosed is this week’s legislative report, and please refer to the P&B Report for further details.

1. Proposed Bill(s)
 
① Partial Amendment to the Personal Information Protection Act
 
This Amendment mandates that, in the event of a leakage of sensitive or personally identifiable information, the personal information controller must monitor the illegal distribution of the leaked data for two years and report the results to the Personal Information Protection Commission.
 
② Partial Amendment to the Act on the Improvement of Urban Areas and Residential Environments

This Amendment consolidates construction and real estate-related dispute mediation bodies, currently divided by matters in dispute, into an Integrated Construction and Real Estate Dispute Mediation Committee under the Ministry of Land, Infrastructure and Transport to serve as a control tower for such disputes.

③ Partial Amendment to the Housing Act

This Amendment replaces the legal term “industrialized houses,” referring to housing constructed using modular construction techniques, with “prefabricated housing.” It also expands the scope of industrialized housing to include quasi-housings, such as accommodations and officetels.

④ Enforcement Decree of the Occupational Safety and Health Act
 
This Bill requires business owners to report the dismissal of safety and health managers or occupational medicine doctors to the relevant regional employment and labor office.

4. Bill(s) Undergoing Pre-Announcement of Legislation/Administration

⑤ Partial Amendment to the Enforcement Decree of the Insurance Business Act

This Amendment lowers the supervisory benchmark of the Korea Insurance Capital Standard (K-ICS), a key capital adequacy indicator for insurance companies, from the current 150% to 130%.
