"Stronger 'Yellow Envelope Act' Set to Be Tabled in Plenary Session ... Tensions Between Ruling and Opposition Parties Expected to Continue"
The “Yellow Envelope Act” is once again set to be tabled in the National Assembly’s plenary session. Known as the Yellow Envelope Act, this amendment bill to the Trade Union and Labor Relations Adjustment Act passed the plenary session during the 21st National Assembly with the initiative of the opposition parties, such as the Democratic Party of Korea and the Justice Party. However, it was nullified after President Yoon Suk Yeol exercised his veto power.
The new version of the Yellow Envelope Act proposed in the 22nd National Assembly aims to amend Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act. Considered to be more stringent than the previous bill, this bill contains provisions that expand the definition of employer and industrial actions, restrict claims for damages resulting from industrial actions, and allow special workers and platform workers to join trade unions.
The Democratic Party of Korea announced its intention to push for the legislation of the “Partial Amendment to the Trade Union and Labor Relations Adjustment Act” (Yellow Envelope Act) during the National Assembly’s plenary session on August 1st. It is anticipated that the tension between the ruling and opposition parties will continue.
As a result, many expect to see a repeat of the scenario where the ruling party engages in a filibuster after the opposition party tables the bill by August 3rd, the last day of the provisional National Assembly session in July, only for the opposition party to pass the bill unilaterally.
Meanwhile, the Minister of Employment and Labor Lee Jung-sik expressed his intention to actively request President Yoon to exercise his veto power if the Yellow Envelope Act passes the National Assembly’s plenary session.
