Weekly Legislative Report (For the week of June 17, 2024 – June 21, 2024)

As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.
 
As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. The report will be released with an update on newly proposed or pending bills. Enclosed is this week’s legislative report, and please refer to the P&B Report for further details.

1. Proposed Bill(s)
 
① Partial Amendment to the Trade Union and Labor Relations Adjustment Act
 
This Amendment revises the definition of workers to broadly guarantee the rights of association for various types of workers, including specially employed workers and platform workers. It also prohibits employers from filing claims against individual workers for damage incurred by strikes.
 
② Special Act on Strengthening the Competitiveness of the Semiconductor Industry
 
This Bill establishes the Special Committee on Strengthening the Competitiveness of the Semiconductor Industry under the jurisdiction of the President. The committee shall consolidate regulations related to the semiconductor industry, adopt an expedited authorization and permitting system, support the government-led swift development of electric and hydroelectric infrastructure, formulate plans to enhance the semiconductor industry’s competitiveness every five years, designate semiconductor clusters, implement policy measures to foster their growth, and deliberate on subsidies for infrastructure such as manufacturing facilities.

③ Special Act on the Promotion of Distributed Energy
 
This Bill requires specific regions to supply part of their energy consumption with distributed energy, aiming to establish grounds to promote distributed energy and enhance the stability of energy supply.

④ Partial Amendment to the Enforcement Rules of the Framework Act on Intelligent Informatization
 
This Amendment updates the certification criteria for web accessibility quality to require websites to incorporate larger input fields for users with hand tremors and to implement pattern and fingerprint authentication methods to enable easier login and authentication for users with memory or reading difficulties.
