Weekly Legislative Report for the week of October 24, 2022 – October 28, 2022

As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.

As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. The report will be released with an update on newly proposed or pending bills. Enclosed is this week’s legislative report, and please refer to the P&B Report for further details.

1. Proposed Bill(s)

① Personal Information-Related Class Action Act

This Bill introduces a personal information-related class action system by prescribing special cases in the Civil Procedure Act for personal information-related class actions.

② Partial Amendment to the Housing Act

This Amendment requires the consideration of the standard interest rate and market interest rate when calculating the interest rate on collective savings accounts for housing subscriptions and prescribes the relevant matters currently governed by the public notice of the Ministry of Land, Infrastructure, and Transport under the Act.


2. Pending Bill(s)

③ Partial Amendment to the Act on Special Measures for the Promotion of Venture Businesses

This Amendment allows the issuance of multiple voting shares if an unlisted venture business’s founder owns less than 30% of the shares.


3. Promulgated Bill(s)

④ Rules on Occupational Safety and Health

This Rule requires the installation of an alert system and sensor devices in supply rooms equipped with more than 100 45-kilogram fire extinguisher containers or where the protected area and emergency exit are separated by more than 10 meters as of October 18, 2024.


4. Bill(s) Undergoing Pre-Announcement of Legislation/Administration

⑤ Partial Amendment to the Enforcement Rule of the Clean Air Conservation Act

This Amendment unifies the motor vehicles that state agencies, local governments, or public institutions mandatorily purchase or rent into Type 1 low-emission motor vehicles (electric vehicles, solar-powered vehicles, and hydrogen electric vehicles).
