Weekly Legislative Report for the week of August 31, 2022 – September 2, 2022
As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.
As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. ① Partial Amendment to the Road Traffic Act
This Amendment establishes standards specifying the delivery robots allowed to use sidewalks and regulates the robots' travel methods.
② Partial Amendment to the Motor Vehicle Management Act
This Amendment obliges a motor vehicle manufacturer or parts manufacturer to provide economic compensation to the motor vehicle owner in the event that the performance of the vehicle degrades due to the manufacturer’s corrective measures.

③ Special Act on the Promotion of Distributed Energy
This Bill requires the establishment and implementation of a master plan for promoting distributed energy, and obliges the use of distributed energy as a portion of energy consumption. In addition, this Bill levies a penalty if a housing site development business or an urban development business fails to meet the assigned amount.

④ Enforcement Rule of the Act on the Development and Management of Logistics Facilities
This Bill excludes multi-family housing, religious assembly facilities, and religious facilities, all of which are eligible to benefit from the installation of public facilities, from the scope of remaining facilities that are exempted from contributions for facilities for the smooth installation of public facilities in the logistics complexes and preservation of parks and green spaces.

⑤ Partial Amendment to the Enforcement Decree of the Fair Transactions in Subcontracting Act
This Amendment raises the penalty surcharge from a maximum of KRW 1 billion to KRW 2 billion when the prime contractor appropriates the technology of the subcontractor. If the contract between the prime contractor and the subcontractor entails adjustment of the subcontract consideration in proportion to raw material prices, a maximum of 3.5 penalty points may be reduced.
