Weekly Legislative Report for the week of October 3, 2022 – October 7, 2022
As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.
As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. ① Partial Amendment to the Copyright Act
This Amendment provides a legal basis for authors’ right to claim remuneration against broadcasting companies, theaters, and over-the-top (OTT) platforms that provide final content, even if the authors of video works, including direction and scenario, transfer intellectual property to others.
② Partial Amendment to the Telecommunications Business Act
This Amendment eliminates the sunset provision of duties to provide wholesale services of resale phones.

This Amendment imposes penalty surcharges on domestic or foreign giant content providers who fail to pay network usage fees to internet service providers.

④ Enforcement Decree of the Act on the Transboundary Movement of Hazardous Wastes and Their Disposal
This Enforcement Decree allows waste exporters and importers to purchase insurance by splitting the period of imports and exports when purchasing surety insurance to obtain package permission.

⑤ Partial Amendment to the Enforcement Decree of the Petroleum and Alternative Fuel Business Act
This Amendment requires petroleum refiners to report the sale price and sales of petroleum products they charged in each region and disclose the wholesale price that they charged gas stations by city and province.
