Weekly Legislative Report for the week of ㅡ September 12, 2022 – September 16, 2022
As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.
As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. 1. Proposed Bill(s)
① Partial Amendment to the Labor Standards Act
This Amendment restricts issuing directions repeatedly and continuously outside working hours using telecommunications methods such as phone calls, texts, and social media, imposing a surcharge of up to KRW 5 million for violation.
② Partial Amendment to the Telecommunications Business Act
This Amendment guarantees autonomous contracts between businesses but forbids practices such as imposing unreasonable or discriminatory conditions, unfairly rejecting contract execution, or refusing to pay legitimate costs.

③ Partial Amendment to the Trade Union and Labor Relations Adjustment Act
This Amendment expands the scope of exemption for civil and penal liabilities for workers, eases the limitations on claims for damages, and establishes limits on damage compensation. By designating the employer as a person with a direct and practical impact on working conditions, this Amendment also aims to assure the activities of trade unions and secure actual negotiating power over working conditions.

④ Enforcement Rule of the Customs Act
This Bill increases the tax exemption limit for the belongings of international passengers brought in upon domestic entry from the current USD 600 to USD 800.
4. Bill(s) Undergoing Pre-Announcement of Legislation/Administration
⑤ Partial Amendment to the Enforcement Decree of the Act on the Collection of Insurance Premiums for Employment Insurance and Industrial Accident Compensation Insurance
This Amendment deletes the requirement pertaining to workplace standards in the qualification to apply for subsidization for employment insurance premiums for artists, workers in special types of employment, and platform workers and provides subsidies for insurance premiums by considering their income only regardless of the size of the workplace.
