On November 28, D&A LLC and The Herald Business co-hosted a seminar on public institution performance evaluation in D&A’s conference room. The seminar was organized to help public institutions explore strategies for effectively responding to the 2026 performance evaluation, with a particular focus on compliance with the Serious Accidents Punishment Act (SAPA). 

The event commenced with opening remarks by Managing Partner Kyu Chul LEE, followed by congratulatory addresses from The Herald Business Executive Vice President Hyung Gon KIM and Managing Partner Joo Hyae JUN. Approximately 70 attendees, including D&A members and officials from public institutions, participated in the two-hour event. The seminar consisted of three sessions.  

In the first session, Bong Hwan KIM, a professor of the Department of Public Enterprise Policy at Seoul National University Graduate School of Public Administration, presented on "Effective Strategies for Responding to the 2026 Public Institution Performance Evaluation." Professor Kim explained that, in line with the new government's policy direction, the 2026 performance evaluation of public institutions will be reformed to focus on public interest, with reduced weighting on financial indicators and a significant strengthening of safety management and industrial accident prevention metrics. 

The second session was led by Partner Dong Eon CHA, head of D&A‘s Serious Accidents Practice Group. Under the theme of “Trends in Serious Accidents,” he highlighted the need for effective strategies based on recent violations of the SAPA. 

In the third session, Partner Woo Seok CHOI delivered a presentation on "Response Strategies for the Serious Accidents Component in Public Institution Evaluations," emphasizing the importance of subcontractor safety management under the strengthened public interest framework and highlighting the need for professional responses. 

D&A operates the Public Agency Safety Support (PASS) Group to provide specialized support for performance evaluations in the field of disaster and safety management at public institutions. The PASS Group helps public institutions achieve systematic and sustained improvement in their evaluation scores by standardizing and objectively managing indicators that were previously applied differently across institutions. 

In particular, in the field of "Safety and Disaster Management," D&A supports public institutions in effectively meeting the legal requirements of performance evaluations through the "SAPA Response System Consulting" and the "SAPA Compliance Certification (SCC)."
